p.000003: For work performed under a DOE or NNSA contract the cognizant Contracting Officer (CO) must ensure the determinations
p.000003: are made and provide the written certification. For work performed at Headquarters, the DOE/NNSA Program Secretarial
p.000003: Officer (PSO), or designee to whom written delegation has been provided pursuant to 5.i(4) must ensure the
p.000003: determinations are made and provide
