p.000026: guidelines and processes to protect the rights of the Cook Islands and Cook Islanders and to ensure that benefits from
p.000026: research are maximised. The lack of a policy framework has led to those seeking to conduct research not being clear as
p.000026: to their responsibilities and there has been no ongoing oversight to ensure that external researchers and organisations
p.000026: have met their obligations.
p.000026: 7. The Cook Islands Government also recognises the importance of building capacity to conduct research and to
p.000026: translate the results into evidence to develop informed policies, services, processes and products. Building and
p.000026: strengthening national research capacity in areas of potential research excellence and innovation are identified,
p.000026: encouraged and promoted and that research by Cook Islanders is advanced.
p.000026: 8. The policy provides a framework to manage all research activities conducted in the Cook Islands. It includes
p.000026: research sponsored by donor agencies, research conducted by staff and students to overseas academic institutions, and
