p.000026: Rationale
p.000026: 5. There are concerns that the absence of a robust policy framework and processes to manage national research
p.000026: activities will mean that potential benefits will not be obtained. There is also a real risk of exploitation
p.000026: particularly with research into marine and terrestrial resources, indigenous fauna and flora, population health and

p.000026: guidelines and processes to protect the rights of the Cook Islands and Cook Islanders and to ensure that benefits from
p.000026: research are maximised. The lack of a policy framework has led to those seeking to conduct research not being clear as

p.000009: 1. Personalised Medical Treatment
p.000009: Due to genetic differences between people a disease can appear slightly differently in different patients. Some of
p.000009: this variability is due to genetic differences between individuals. Personalised medicine refers to the process
p.000009: of analysing a person’s genes to identify the type of disease that they have or their response to that disease. This
p.000009: information is then used to create or choose a personalised medicine that is designed to treat the exact from of the
p.000009: disease that they face.
p.000009:
p.000009: An example of this kind of medicine is Herceptin treatment for breast cancer. Herceptin is a humanised
p.000009: monoclonal antibody that which binds to the HER2/neu receptor that is over-expressed in some breast cancers. If
p.000009: genetic analysis shows that the breast cancer is the type of cancer which over-expresses the HER2/neu receptor, then it

p.000009:
p.000009: 2. Diagnosis of Disease
p.000009: In some types of disease it is possible to identify the type of disease based on a genetic test, especially in the case
p.000009: of cancers.
p.000009:
p.000009: For example, if a disease occurs repeatedly within a family and it is suspected that there is a genetic cause for the
p.000009: disease, a number of members of the family might give samples and information about whether they suffer from the
p.000009: disease. These samples could then be compared to one another to locate the genes responsible for the
p.000009: disease, in the hope that this would lead to a treatment for the disease
p.000009:
p.000009: 3. Genetic Epidemiology (Biobanking)
p.000009: Genetic epidemiology, or as it is more commonly known, biobanking, involves the collection and storage of
p.000009: biological materials, usually human tissue or blood samples. The samples may be accompanied by clinical information
p.000009: from the person who gave the sample. Biobanks may also contain bacterial, plant, animal or environmental
p.000009: samples. The large amount of information stored in biobanks can then be used in research to understand the complex
p.000009: interaction between genes and the environment in the cause of disease.
p.000009:
p.000009: Biobanks are only currently being formed however it is hoped that they will be used to elucidate the mechanism of

p.000009: 4. Envirogenomic Studies
p.000009: Some genetic studies are interested in the how the environment interacts with a person’s genetic make-up

p.000026: - Reciprocity – Reciprocity requires that knowledge gained through research will be shared with and used to benefit
p.000026: research participants and where appropriate other people.
